In early 2016 a group of North Oak Bay residents held their first meeting to discuss the desirability of a new community association for the North Oak Bay area. The initial planning group met frequently and talked to many of their neighbours, learning that there was much support for a community association. 

In March 2016, the North Oak Bay Community Association (NOBCA) was created. Led by President Pieter de Groot - longtime North Oak Bay resident and community advocate. NOBCA aims to strengthen the capacity of the neighbourhood to address emerging issues of concern to residents, and to foster a sense of community in which residents relate to each other not merely as neighbours, but more as family. 

NOBCA plans to deliver a community newsletter atleast 4 times per year. Please subscribe to receive this newsletter to your email, aswell as any urgent updates and news that may be relevant to all residents.

Pieter de Groot

Pieter de Groot emigrated from Holland to New Zealand in 1962. In 1969 he came to Canada where he has worked in the health care field in Alberta, Ottawa and BC since retiring in 2007. While working as a psychiatric nurse in Edmonton, Pieter developed a strong interest in community mental health which led him to do a master’s degree in community development and a personal commitment to contribute towards community betterment. He was president of the Edmonton and Alberta Provincial Branch of the Canadian Mental Health Association, and served on the Senate of the University of Alberta, the Advisory Committee of the UVIC Centre on Aging (now the Institute of Aging and Lifelong Health) among others. Pieter and his wife, Sheila Wynn, have enjoyed living on Redwood Avenue for the past twenty years. They have two daughters and three grandchildren.

Tara Douglas

Vice President
Tara Douglas is a founding member of NOBCA, having lived in this community for almost 10 years. Prior to retirement she had a career with the Federal Government in treaty negotiations and before that she worked in various well known museums, including the Royal British Columbia Museum. She has a graduate degree in History and Museology from the University of Toronto. She grew up in India and England before immigrating to Canada, via Newfoundland.

Jason Khehra

Jason Khehra is the founder of Envision Web, a performance marketing agency specializing in online lead generation and direct response marketing. Jason and his wife just recently moved to the island. His wife, Kami, was born and raised in Oak Bay.  Jason appreciates the laid back lifestyle, access to beaches, and community feel that Victoria has to offer. Jason is leading the Development sub-committee at NOBCA, which deals with new construction and zoning issues in our beautiful neighbourhood.
